Local Authorities
A Trusted Partner for Children’s Services and SEND Commissioning
Reducing costly out-of-area placements, strengthening local inclusion, and improving outcomes for vulnerable young people across Yorkshire

A Strategic Partner for Local Authorities
Local authorities are under immense pressure: rising EHCP demand, escalating costs of independent placements, and the challenge of ensuring every child has access to a good local school. The new SEND reforms add further complexity, with new duties around Individual Support Plans and inclusion inspections.
With 20+ years of SEN leadership experience—including Executive Head of four specialist SEN schools and Head of Service overseeing seven residential care homes—we understand the system from the inside. We know the financial pressures. We understand the commissioning landscape. And we know what works.
Our Approach – Expert at Hands
ARK Inclusive Education operates on a simple but powerful principle: experts at hand. We provide local authorities with access to experienced, strategic SEND leadership without the significant cost or long-term commitment of a permanent appointment.
Our model is flexible, responsive, and deeply embedded in your local context. We work alongside your teams and partner settings, not as external observers, but as trusted partners committed to improving outcomes for the most vulnerable young people in your region.
How We Support?
1. Reducing Costly Out-of-Area Placements
Through early intervention, evidence-based inclusion strategies, and specialist support within mainstream settings, we help keep children connected to their local schools and communities—saving significant financial costs and avoiding the trauma of displacement.
Independent placements can cost upwards of £200,000 per child per year, often requiring children to travel over an hour from home. Our early intervention and inclusion support is a fraction of that cost—and keeps children connected to their families, friends, and communities
2. An Alternative Provision and Crisis Interventions
Rapid response for young people at risk of exclusion, in crisis placements, or awaiting school allocation. Flexible delivery models that can be tailored to individual needs and commissioned on a spot-purchase or block-contract basis.
Rapid crisis response — intensive 1:1 and small-group intervention for pupils whose behaviour is escalating
Re-engagement programmes — bespoke support for pupils struggling to attend or engage
Inclusion-first transition support — structured reintegration planning for return to mainstream education
3. Residential Care and Children’s Services Support Interventions
Supporting children’s services and residential children’s homes across your region to ensure that young people in care—particularly those not accessing education—receive the support they need to re-engage with learning and make meaningful progress.
We offer specialist 1:1 tuition for young people in care who are not in education, whether due to placement breakdown, crisis placement, or awaiting long-term provision. Our facilitators are SEN-specialist, trauma-informed, and experienced in working with young people with SEMH, ASD, and ADHD. We also offer One Connect Beta, a transformational digital app that turns 1:1 meetings into inspection-ready evidence for Reg 44, Reg 45, and Ofsted—tracking progress across six SCCIF-aligned domains.
4. Consultancy Support for LA Schools
Our consultancy is designed to complement your own School Improvement Partners—providing additional, targeted support to schools where LA resources are unable to stretch.
We offer flexible, evidence-based consultancy across five core areas: in-school strategic consultancy, staff training and professional development, school improvement and SEND quality assurance, specialist educational packages, and inclusion base design and development. All delivered by practitioners with 20+ years of SEN leadership experience.
Inclusion First Curriculum Design
We support your curriculum leaders to embed inclusion-first design at the very heart of curriculum development, ensuring that every pupil—regardless of need, background, or starting point—can access ambitious subject content and make meaningful progress. Our approach is proactive, not reactive: we design for inclusion from the outset, rather than retrofitting adjustments later
Clear progression mapping and coherent sequencing
Ensuring that knowledge and skills are built systematically, with a focus on the “powerful knowledge” that enables all pupils to understand and engage with the world. We design curricula that are ambitious for all, with built-in flexibility to accommodate diverse learning needs without lowering expectations.
Quality first teaching, underpinned by robust curriculum foundations
Supporting teachers to deliver lessons that are accessible, engaging, and challenging for every learner. We believe that high-quality teaching is the most effective intervention, and we equip staff with the strategies to make inclusion a reality in every classroom, every day..
Practical, subject-specific adaptations across the full breadth of the curriculum
Providing practical, evidence-based strategies to adapt content, resources, and delivery so that every pupil can access the curriculum and make meaningful progress. From multi-sensory approaches in Science to accessible fieldwork in Geography, we ensure that inclusion is woven into the fabric of every subject discipline
